The alien in that pic always looks to me like its just been kicked in a rather delicate place. (Like maybe it just tried to insert an anal probe in Sylvester Stallone.)
The picture surfaced in 1995 or so. Whitley Strieber was pretty impressed but it, but thinks it's likely a hoax. I've always found the body rather too bulky for the head -- but then again, I've never seen one of these guys in the flesh.
